Use your magic, ie cast pass to enter. Charm the Mayor to close/open it

Yes, but do you mean since 14.12? Then plenty, multiple new alternate models and there are new characters and scenes for some existing ones
The 14.13b is just a fix for the 14.13 release, it provides an alternate model for Abby

I tested those events recently and had no issues. Nothing has really changed there, but you may wish to try changing the way the inventory is shown. It has several modes you can select in the apps in your phone.
There were some issues with popup version at times but I was sure these are resolved, but maybe it affects you still. Try selecting 'Right Tab' or "Sidebar" and see if you can anoint now (just use the Holy Water, then pick the item).
If this is for Elian then you can also use two of the new items Cherry sells

How to encounter anita? She was mentioned by the cops after saving hannah sister and apparently she is needy in apprentice path davy walkthrough but i still can't see her..

You can meet her in the General Store once you reach a point in the game. She will be there on two days so charm her the first time or on the next day you visit
I like this story, but I think this fails as a game. It feels like you must use the walkthrough from the very start of your playthrough or you'll miss something and be sunk. I spent about 7 hours playing this trying to get to the point to charm the mom, and realized I never found the hypnosis book and tried to work backwards through the walkthrough and was unable to find characters and events I needed to proceed. Nothing is more frustrating than losing hours of progress because you didn't pick up the random macguffin that you thought was just a simple stapler in the prologue. That kind of game design sucked in 90s pc adventure games and it still sucks now. It's a shame, because I like a lot of what this game has.

What is mom's office coordinate? I got too preoccupied that when i recall to give her luggage she was already gone... Is she coming back or is she permanently skipped?

Try going to the Town Hall, the museum is on a road from there, Oakpine. It is not directly accessible from the Library

I am unsure, but the game usually opens places when you need to go there, it maybe you have not started an appropriate quest, notably the Dragon Gem quest. Visit the history classroom and search, talk to Monique, Mrs Granger to advance.
Also try and visit the police station.
If you still cannot resolve this post your save and I will check and advise
