I think I fucked it - I met Anita in the general store at the beginning of the game and now, ages later, I actually know what to do with her but now she's not spawning.
I can't seem to get to some other characters either. There seems to be a lot of missable content.

Anita appears twice in the general store, but after those if you do not charm her she is gone
I think it's actually possible to use Pass in a certain room (the French teacher's room?) to find her even when she's supposed to be gone, though I imagine it's not intentional since you'd have no reason to think to do that. I forget exactly how it happened, since it was a long time ago, but I remember thinking, "There's no way that's what I was supposed to do there..."

In one of the storylines she is actively trying to kill you if I remember correctly and after her failure you investigate her and find leads into that room, stroy wise the door is locked and you need to pass in order to surprise attack her.
Gues that Option is available on every storypath though

That is on the murder path, on the apprentice path the general store is the place to find and charm her
here,its soft murder and i think its full save, but sometimes I use the cheat function to reset girls, so be careful

Depending on the Path you are, you either need the antagonist go into hiding or meet with the Vampiress as far as I recall

She will appear as part of the story for Davy if you have not progressed that story do so and she will turn up

thanks for the quick answer, I've done the seance and she is still there... I'll try to progress to see if I manage with the second option you proposed.
BTW I also can't call people... only zoey and madison... don't know why... the first game I played I could but now I can't.

Who you can call is depending on Time and Place, usually. Not everyone is available everywhere and at all times (Don't think there is a definitive list anywhere tho). Zoey and Madison are the ones more or less available all the (Day-)time and most Places, so check out other places. The Pool should have the most Choices, check it out, if the calls don't work there, you might have a deeper Issue.
I can't get the hotel plans. Theres no option from Angela to get them and I can't find anything online on how to fix this.

Are you sure you do not already have them, either on you or in your storage chest in your room
The option will happen once you see Davy at the Hotel, this happens after you send Monique out looking for magic and you see her at the Hotel as well
