Nope the letter sets their relationship and I think also activates the patch as without that IC trigger the patch has no sence anyway.
If neither of them are related to MC they are both adoptive parents... no "step" in that.
I don't know about you but the bow is rather well hidden in the shadows of the raising sun and that barrel originally it hang higher on the wall makeing it much easier to spot.

I think that's really the core issue. Incest or screwing the dad's new partner is fine when all parties consent. That means the issue isn't the act itself but what it entails. Since Marcus is dead, there isn't much issue at all. However, when it comes to Verena... well it's a good thing we realise she's a poor fit for Roderic because otherwise, that storyline would have utterly sucked and I would have legit ignored Verena as a potential partner.
