Find a bandit with endurance 7, control 5 or more. Let him recover after capturing him, then an option to do the ritual becomes available after he recovers (I'll change this in the next update, so you can proceed right after the capture)

How did you "cheat"? With the cheat menu? That ought not to cause problems, but can't be entirely sure. Or did you use the console? You can try this with the F12 console:
Afterwards, "Explore" in the town.

Super weird how that happened, it has never happened to anyone else as far as I know...
Anyway, setting the brothel to false using the console worked for me
