Man these cursor mods these young kids use nowadays, crazy.
If i may, this legit looks like you were useing a phone and this thing shows up under your thumb when you press down on the screen.
It might be fake? or a you problem since the circle is so offsett from the middle with no clear pattern of why it only covers certain things.
Heck i'd wager you took a screenshot put it in paint set the circlesize to 37 and plucked it right there as a wild goose chase.

You can find items to sell to the vendor in the center of the plaza to get a Blue Card, or fight the thugs/pay them on the top left and it'll give you the gold to purchase one once you enter the door to the under levels

Just for suggestion: If you ever make a gallery/recollection room to view CGs and events, I think that allowing the player to battle enemies again (without gaining xp) in the gallery like War Demon Kirstin would be neat.
