Eh, I dunno. Steam just allows content that is legal in whatever country the game is being released in. That's why it might look less strict. Rape&Co for example are legal in the US under the premise of artistic expression.Steam is less strict than Patreon. Steam doesn't sell in countries where it is not allowed by law, like Germany. It's easy to get around though.
Steam doesn't care about incest, rape, etc. Steam just doesn't want high school or sex in it, underage looking characters, and bestiality.
Patreon certainly did catch up with their updated guidelines, but it's still more difficult getting your porn game approved on Steam than it is to get going on Patreon imo.
