Likely the second one. However, it's currently unknown if the dev is still working on this or not.

Hopefully, it's still being worked on in the devs spare time.

You mean an official statement from the dev about abandonment? Those games rarely get one. The dev generally just disappear without notice and without closing their patreon, raking in the free money. It's not much in this case but still a few people are paying for nothing.
