Parodies and satire are legal uses of copyrighted material. It's how porn parodies of shows get away with their stuff.
Edit: Of course, Blizzard can still sue the dev, there's just a very low chance of the case being won. Otherwise, Blizzard could just use its significant power and resources to pressure the dev with threats of lawsuits, and force them to shut down production.
