I can't play it, error like resource busy or locked. Something about config.rmmzsave. Any idea, anyone?

I'm getting an error when I try to open the application. I've played the game in the past, and this is the only game on the entire site I've ever had this problem with. I can't figure out how to fix it. I get this prompt:

When I click on Properties and go to the Security Tab, it says: "The requested security information is either unavailable or can't be displayed."

I did a troubleshoot and followed all of the steps for the multiple ways Windows says this can be fixed, but nothing works. I can play any and all other RPGMaker Games from this site (from any site, really) without issue.
