when making the cigarette，there is a massage on the left top of the screen, remind you that the skill is Level Up. Click it, then you can use the goldbar to update.

I encountered the same problem as you in version 0.25.6, and it was solved after updating to version 0.25.8. Here are my game screenshots.

If someone else's having bug with Nora breasts fuck, it means (or at least meant for me) having sex with her, before titjob (I had to do it twice). You need to load or you'll end with many red (unfinished) dots in walkthrough, but with 4 digits anyway - not sure how it's going to affect future updates and progress, so if you have a possibility, better load. If you have no save then maybe there's a console command to finish it, but that's a question to dev or some experts
