Regarding version 0.99, this is some of the upcoming changes to the new version:

So I tried to test this myself, and it does seem there is some kind of bug here.
I have reported it in our bug channel.

You can't directly - If a route have a specific outfit, Ayame will get the option to change it, or change it herself.
The mirror in her home is for showing different outfits, but its not fully implemented yet.
Atm. you can only see the default Ayame there - More will come soon.

There is a DLC planned for continuantion of Armand, in the Pub Mistress route - And maybeeee also the office route ! But if there specifically will be more BDSM or that outfit. I have no clue. We will have to wait and see, a lot of changes going on right now, and a lot of content coming into the game.
