one is in rpg format and the other is in a renpy format other than that theirs nothing is different between the two

Because that's what it is. What you're describing is an expansion pack. Things become redundant because you don't use the correct terminology for them.
i am a literal idiot, can someone explain whats difference between Ren'Py one and RPGM one? im not sure which one to play

Yes, but very little, I think there is only one scene of women / women with no men involved
Man this game is way too strict with it's routes. Cant even have optional fun on the road to the true end... In a NTR game.

And pretty much every expansion pack I have downloaded was labeled as DLC. But, going back to the original comment, I asked because of this, because DLC does not always mean literally something you can download. Because, using this very game as an example, literally every version of this game is DLC. But, only one is labeled DLC. So, I asked whether it was an expansion and I needed the original version or it was a separate download, which is a reasonable question that didn't need to get blown out of proportion like this. But, I got my answer, and am hitting ignore now, to avoid having our comments all removed and having us all receive "warnings" for getting off topic, as is the norm on here.
