Here is my own interpretation of that:

Phase 1. Main game complete(steam version released). Completed
Phase 2. DLC content(Free-roam + Bestiality + Shota). In Progress
Phase 3. Incentive Rewards[

If you activated tan via the cheat room, the game breaks and won't allow you to progress.
- Reload another save, and remove the tan.

Since no one answered that yet: only with the help of tools like CrossOver (paid tool with test period) or via a Windows VM. Otherwise: no.
