on the quest to give judith her files i go to the city hall but i cant go up the stairs now im locked from doing any action is there a bugfix somewhere lol or just go to a save file somewhere before i started the quest?

Ti isn't spawning in my back yard plus I can't find all of the vegetation at the park, I've collected everything on screen at the park I'm not sure if the quest Is broken or if I'm missing anything.
