This is understandable and explainable but it should never be a reason to good will them to another chance.

When a child is abused and they see that there are no consequences for the abuser.
Eventually they realize it's better to be in the abuser's shoes than the victim's, since no one holds abusers accountable.
It's also a defense mechanism, can't be abused if you're the big bad wolf now.
Which is why sexual abusers should be hung from trees imho. Only way to break the cycle.

That's born of the believe that no one will ever change. People can change. If you never give them a chance they might just double down though. That is again no excuse just an explanation. Some people are lost to society, Germany locks them up in permanent custody. They pose a threat to society so until they prove they are not, they are stuck.
Can't save everyone but even the most abused and vile individual deserves a chance.
