Almost every character in Jojo's Bizarre Adventure is named after a band (most of the stands are named after songs). That's kind of the creator's thing, and the reason most of them have to have their names changed for the official English release.

To be fair the anime in question Jojo is intentionally referencing the Band R.E.O Speedwagon , so your assumptions would still be right. Jojo is basically an onslaught of 60-90s musical refs. The character in questions name literally being Robet Eio Speedwagon. Its one of the first things that drew me to it in the beginning.
