When you get to your first sparring match, it's up to you how to utilize your skills and either try to beat your opponent standing up, on the ground or try the submission system. Since you're just starting out, it can be difficult, but not impossible. You unlock more powerful moves in episode 3, and also have an opportunity to increase your stats.
To add onto this. The submission bar speed is tied to your framerate. So if you're at 120Hz or higher it's very hard. Try lowering it to 60Hz to see the difference.
