Except it's not. If you go to the basement every single morning, the quest doesn't continue. Jaheem never shows up.

This might be connected to the other story bug. If you talked to the guy before this update, the story won't continue.

If however he hasn't shown up yet, then it's just that. Wait for him to show up.

I talked to the guy and he asks me to go down to the basement again but there is nothing in the basement

That's where the hospital comes in. You get enough pocket money there after you got the call, which people keep asking about and which might be bugged if you talked to the guy in the basement.
