It is is and I think this needs the 3DCG tag. Amplected mentions working with Blender in one of his patreon posts. This is not 2D, it's highly stylized 3D. He also has links to his Blender files on his patreon.

Pretty amazing. They have the cell shading right to make the 3d anime stylized characters look 2.5d correctly like they do in games like guilty gear. high quality. looking forward to what they grow into because this is a very good first year.
