Anyone can put netorare in the tags, it doesn't mean they're correct. A lot of Devs make errors in their games, so why should this be any different? Instead of spouting the same old crap, you should look up what netorare actually is, and I can assure you it relates only to the protagonist. It's got nothing to do with her being a female protagonist, it's to do with her not being the victim of the cheating, because she's the cheater.

Of the three games you mentioned. The Office Wife definitely is NTR, because the husband is keen to share his wife, and thus it's netorase ( usually games with netorase are given the netorare tag, because there is no netorase tag). Special Request and Lida's Adventures are just cheating games like this one, and the netorare tag is misleading.

A lot of people mistakenly believe that if someone is cucked in a game, then it's automatically evidence of NTR. But that is not correct. NTR specifically relates to the protagonist. As far as netorare is concerned, the protagonist have to be cucked themselves for it to apply, or at least they have to believe that it's happening, and they subsequently may lose their object of affection.
