Now that I got a chance to look through the VN rpy files: It would seem you need the variable EarlHelp == True, which gets triggered/initialized in the early Chapter 2 scene where Earl is interrogating Anna and you have to choose between, calling the Taxman, calling Carl or Decide to help the Detective. And deciding to help Earl (3rd choice)How to get Earl scene?

Edit: Or you can go the haX0r route (based on VN version not sure if same for Sandbox)
- Use UnRen extract/uncompress the RPA files.
- Backup your current save game folder for Anna Chp 2.
- Edit the QuestVariables.rpy file found in the \game\scripts\variables folder line 123: and change default EarlHelp = False to default EarlHelp = True
- Extract the 0.98 Saved Game files from here to your save folder
- Start Game and Load 0.98 Save
- Play, Enjoy/Check out Earl Scene
- Exit
- Backup "Earl" Save game folder.
- Restore original save game folder
- Undo changes to QuestVariables.rpy made above.
- And play new update with your original choices sans Earl
