I love the idea about the game and I really like the options you give the player but it seems you are overcomplicating a already very good existing framework for no reason at all and adding massive workload for one person.

The people in charge of Rings Of Power, the 1 billion dollar show, decided that it would be a good idea to create romantic tension between Galadriel and the devil and the experienced and legendary developers of Starfield thought it was a good idea to create 1000 empty planets with proc gen content instead of creating a few handcrafted locations in which they can make sure that the players will have a good time between quests as they have done for over 20 years(and they launched the game without land vehicles as well).
