If you're looking to kill him or better yet sell him off in the Slave Market then no. But in the 2 new quests I believe you can betray his trust.
But as for me until I can kill the bastard I'm not bothering, since now if you sell enough slaves at the Slave Market you can get access to Sanctuary's store.

Sorry it took so long, had no idea the steps I needed to go through to upload this. This is one of five packs I have so this is more of a test to make sure I've followed the steps properly. If there are any problems or questions please ask, they all work for me and each pack will be around 4.5-5 gigs each and they will need to be unzipped.

Might want to try Gofile they don't have a file size limit IIRC. So you could merge 2 or 3 of the packs together.

Part two will be ready tomorrow morning, takes about 2-3 hours to upload on gofile in bigger chunks of data but it will also cut down on the number of packs. After downloading unzip the file, open file location and copy/cut files and paste them in the packs folder of Apocalyptic world so it shows the names listed above. If they do not work automatically for you open searchActionsPack.js type in the name hit enter, will get a second prompt asking if the pack is an extension type no hit enter, will be a third prompt saying "pack name doesn't exist would you like to create it with default subfolder yes/no?" type yes hit enter start up the game and should work for you. I have tested them myself and they all work for me, if you need more help ask

The Neegan quest isn't triggering for me. I bought him 2 x white women with blonde hair and he accepted those, then I tried to do it again. and nothing happened. Not sure what i'm supposed to do.

So i've brought him 2x white women twice, he gave me fuel both times and accepted the slaves, the quest still says I must bring him 2x slaves. I give up on this.
