By unique NPC, you mean Octavia, Laura, etc, then No. But who knows what the future holds.

On the OP, under Download, click on the Patch link for the V0.57a bug fix.

Interesting. When I made my post I had already used the patch that was there and the game still said it was out of date. It does indeed say .57a now though.

should be a Fight option at the cage; you have to have 5 caps to wager and enough energy (40 IIRC), so you might not be getting that option if you lack one of those maybe

Scavengers at first (random, so could need more of them to have a steady amount..) then you can buy it at Sanctuary Shop..
