When I move someone from the basement cells to the guest house, are they
automatically freed? Or are they still slaves?

I've moved a couple back to the basement as well.

Yes, they are no longer slaves. They are now Guests. Unfortunately, as the Host, the MC still has to provide for the guests; food, lodging, etc. The guests are much more helpful than the slaves. Asexual and Lesbian guests may also refuse sex if they are not horny enough.

When you move an NPC from the basement to the Guest house, they gain 30 relationship points (I believe) and they lose that many relationship points when you move them back to the basement

Yes, I ran into a couple that refused sex. Cheesed me off! lol
I believe raising their submission level high enough (50?) and
they won't refuse you anymore.

1# After the church disappears, Octavia will come to your character in a few days. After several visits, she will stay in your shelter.

For the school, I read that it has to be a sunny day, and a guest has to have the teacher's day, and also have children being taught. The only problem is that there's a very low percentage chance of the event occurring, which will be adjusted later. I edited the HTML file myself to drastically increase the percentage chance as an experiment, and it worked immediately. You can then build the school later in base management.

work out.

So then I started using chastity belts a lot but the game seems to ignore those.

Now I think I'm just supposed to keep tabs on the women and not let them get too horny?
Or am I missing something?

I could also just be stupid as the game isn't really setup to be a 'harem'
Not a big deal, just curious.

I just not enslave males, at least not upgrade slave males to guests. Sell them or free them. Why do you even need them?

Well there is one more way to male slave or guests not to touch girls, edit males npc and change ther preference.

Yes, and you are right. You have a great reply.
But
This time I've been using the males as companions.
I may change that back as I read somewhere in here that it doesn't
matter with regard to the fighting other than the males start out stronger.
So I guess there's no difference.

Also....this time I've struggled a Lot to find a doctor and the only one to
come through was male..

If Octavia appear at your settlement, just raise her Relationship with sex or gifts.

School - at sunny day and if you have any female guest with teacher skill, save your game at 12:00 and go to youth district, you need to repeat it until you have 2 events, first it is where girl teach children, second with sex scene when she ask you to build school, after you got this 2 events go to MC's room and in base screen build school. After you build scool go there and you will see one more sex scene with this girl(reward?).

Well i understand your point, Maybe you can do a suggestiot to Dev at his discord server to add some way to ban sex between males and females. Like some additional law, and if they break it you can punish them.
There is one law in game already but it is for all settlers, and i think it is have 5% chance to trigger disobidience.

About traits and professions, i already started NG many times already and do not have pleasure to grind so i use roll back function often. Almost all my girls from Waterfall event, so i just roll this fight Waterfall event untill i get girl with good traits or profession.
Also waterfall event can be triggered from cheat menu.

Good idea on the waterfall part. I might try it as well.

I have 5 or 6 at the moment.

Yep if happiness will be too much low, all settlers can kill themselves, it is much easier for Dungeon to get them killed there.
There is an option to Auto Rest, turn it on and configire it.
With Auto Rest On, did not seen any suicides in my Settlement.
You Also can do Party in the Evening.
There is Also list of all Settlers in MC's room, qty of each happines in settlement, so checking it out you can see how much settlers on the verge of suicide.
