Most likely the case, but do you have a screen shot where it's specifically stated and not just implied? It's been a while since I played through. Also one can be MIA and also dead so the two aren't necessarily mutually exclusive.

There is a scene where the MC looks up in the sky and says something like "in your memory mom" or something like that. Although not 100% certain it pretty much confirms it.

The fact that it's not 100% is what's got me questioning it, writing-wise it's just suspiciously "squishy" you know? I do recall the MC saying something along those lines, but arguably that shows only what he believes to be true/was told by the military. I always due a full replay when this one updates, so next time I'll keep an eye out if they ever straight up say it.

MC believes she's dead for sure but whenever he talks about her he says "that was the last time" or "she never came back" so I was also thinking in the back of my mind that she's just MIA for years and pronounced dead (at least until it's confirmed)

Untimely deaths can be hard to process. The MC talking about his mother in terms that skirt around the fact that his mother died even if he clearly knows it is a way to deal with grief. Trying to dampen the blow a bit even if he took it head first when he first heard the news. Saying it himself is a kind of acknowledgement that can be difficult to do. Something he might do on the hike with the Shrink or tackle at a later time. Does this invalidate the theory she might still be alive somewhere: no, but it is an argument against it.
I would simply keep that theory in my back pocket and keep an eye open for clues in the future but I would not loose some sleep over it and assume for the time being, like everyone around the MC, that she died prematurely.

lots of things including personal health issues (he has keratoconus).
an interesting side story in future updates could be having Artemis use her AI to accidently find out that mc's mom is alive in a POW camp or doing an undercover mission that the gov conveniently left her out to day..and the company behind it is Cuntsandra's. and have her not know anything about it but it being to do with her boss, who is an even bigger asshole than she is..and that's saying something. just a silly idea about how mc's mom could be brought back alive and well..thanks to Artemis..
