Yep, there is a way to stop stalking. I did it in my game. Edit the jg2_01_05_03.lst allows control the NPCs actions. You can even stop them from using many.
Interaction 106, the third from the last is Stalking. The 1 under Stalking enables it's global usage and 1 under that enables it's usage on you. So all you have to do is change that 2nd 1 to a 0 and you will never be stalked again.
There this whole thing about making shadowsets and stuff but I'm shit at explaining things so I just did it myself. If you place the folder I uploaded into your sets folder (AA2 -> Data -> Sets) NPCs should stop stalking you. They'll still do the other one, Stare from Afar though
Do note that modules can ignore any of this.
ooh, I wasn't aware such a list existed. I'll probably dig through to disable a few actions. do I need to start a new game for this to take effect? also what program would you recommend to actually look through this and is there a guide to what each item is?
*edit* after testing on a new save after putting the extracted file into data/sets, a character still followed me. I reread your post, and the card does not have any modules that would trigger it (even checked triggers for loose modules). is there something else I need to do to make the file work? I would assume no since the other things in the sets folder work, but you never know

I see the issue, you only put the .lst file in. The folders it came in are also necessary.
Most of those patches are redundant. You just need one that fits your preferences and since you're using 3d rooms, you'll need one of the top 6.

Like I told him before, LSTS sets mods for AI require a fresh save, as the changes are independent.
Only some minor stuff doesn't require a new game like H style sets.

Hmm...it's not about the problem you are asking for, but I noticed that your sets folder is fucked up.
First of all, sets folder is using folders with files that has "!" where their name begins, anything else it doesn't even see.
As for the second tip, well, you can get rid of most 3d rooms, ahegao and bukkake folders, since there are few that already combine all the needed features.
To be precise, you can delete:
1) !noahegao_jmcp_patch_v25.1
2) all !3drooms folders except !3drooms+vanilla_ahegao+vanillaBukkake_jmcp_patch_v25.1
3) !vanilla_ahegao and all !vanillaBukkake folders.
As you may noticed, some folders are just a combination of the same features, like, for example, 3drooms having bukkake and ahegao, or the same bukkake and ahegao without 3drooms, but also separate features, just bukkake or ahegao, or no ahegao at all if there was any before.

Yeah, no.
I never had to make a new save for that. I could stop a game, disable an interaction in the .lst and return to playing that exact game with the change active
the .7z only has the .lst file. I tried being proactive and making an !AI folder, then a jg2_01_05_03 folder in !AI and put the .lst in jg but it didn't work.

and I've installed and played AI Shoujou and Room Girl on my steamdeck and I though maybe its the same as them but apparently it stuck after I pressed launch the game it poped up a console and then nothing happenReally? My bad then. Make a jg2p00_00_00 folder and put the .lst inside it then move the jg2p00_00_00 inside the !AI folder

Hey, can someone tell me how to get the game in fullscreen? Because by changing the resolution or the normal ways to get it to fullscreen, nothing changes and it always stays in a small windowed mode
this one is kind of weird, but under resolution you have to type out the resolution you want. I don't think I've ever seen a dropdown resolution that allows you to also type what you want, but we got it here. just find your screen's resolution and make it match
