Vigilant bar (top left) not in the red zone before using skill.
Every time you use a skill you will gain points (about 10points)
To upgrade skill level, go to your bed room. The book beside your bed will help you level up your skill provided you reach the requirement.
To reduce Vigilant bar, simply help her around the house or do chores.

Lvl 1 to 2: 100 points
2 to 3: 150 points
3 to 4: 200 points
4 to Max: 400 points

Edit: Vigilant bar reached Max = game over/jail.
