Natholos, mouse, I don't remember her name, adult. She is small, not because she is a child, but because she is a mouse. I think there was an old patch that changed the dialogue with her, but in new versions it does not work. I can't think of any other characters that could be described as loli.
And as far as I remember, it's against Patreon rules, so if there was something there, neither the game nor the art with the characters would be on their platform.

Anybody know how to find the tools? Got everything else, yet the sister wont talk to me about them when i ask
It hasn't been on Patreon for a long time. There's incest and the sister is 16. Not sure how old the mouse is.

That means you need to raise her affection, either by following her storyline or giving her more books or doing things at certain times (for example, at night in her room there will eventually be more than one option).

She actually helped me find the tools after I got the rest of the automaton parts, which I think is the order it has to go in since finding the tools was part of a scene of repairing the automaton

Maybe we have different understanding of the term loli. In my understanding, 16 is a teenager.

The mouse is (in recent versions) at least 18, considering some past versions had a patch to return her dialogue that made her younger. Being 18 or older while being her size and build would equate to a loli. If the mouse was 16 like the sister, then she would just be a teenager.
Loli is a body type. Yuuki Mikan is a loli and she's 11 years old. Evangeline A. K. MacDowell is a loli and she's over 500 years old. Age has very little to do with whether or not a girl is a loli. It's about how she looks.
The sister being 16 isn't what would make her a loli, but it is what would get the game banned from Patreon.

Still have the patch. If I remember right it worked in never versions with no problem.
Actually, didn't the patch itself unlocked the mouse content? If I remember right, without the patch there were no sex scenes for her

No idea since I only found the game without the patch, and only read some other posts here about what the patch did, which I only remember for the most part was editing some dialogue.

It never was patch per se. Just a check if the file existed to unlock the dialogue in the game.

Some lines when meeting (about her dad telling her to wait there while he went to the cinema with a girl), "Your Parents" talk option, some possible lines in the "Hobbies" talk option, calling the MC "Mister", some lines when given her ice scream or flowers and 2 sprites.

Honestly, I like the new dialogue better anyway. Having her be an adult who is constantly being mistaken for a child is funny. Maybe if scope creep stops happening then we will see some character development with the existing characters
