I haven't played this in a long time so I may mislead you here. From what I remember you need to get the mafia girls on your side as well. If I remember right there are 3 of them. Your uncle's second in command, the one that sells you stuff(her included), and the one that trains you to fight. I don't remember how it actually triggers though. It's too bad the wiki for the game is gone. When in doubt check the phone for the mafia path but also for the girls that work for your uncle. Pretty sure it will help.

only side-characters left to finish i think
