My biggest issue with this game is that enslavement has no weight to it. There's little to no degradation or breaking them, it's just transactional.
Also, there seems to be a bug with Steph where she is never available anywhere but school.

The 1.35 changelog says "Added post police path scene for capturing mafia girls"Volen_
You could try using a console code to activate the "Mafia" faction?
Dunno if you have to deactivate the "Police" faction or if you can have both though.
Anyway here are the console codes for you to experiment with
0=off 1=on

For those loading existing saves where the police path is complete, no such scene seems to appear.
A console solution could be re-initiating the last stage of the police quest.
I got it to work on an old save. what you do is become mayor and then introduce the tough on crime law then go to the casino and that should allow you to shut the casino down and arrest all the mafia girls which you will then find in the cells and you can set them up in slave rooms in your house.
So, question. For Nicole, Scene 8
, how are you Normally supposed to get that scene? I already have both Mikaela and Neera slaved up
