I went here to comment this exact same problem. Glad I'm not alone with this one.
An obvious solution is to play the mafia route, but granted that is not what you want to hear.
can some1 just give teh cheat please, the mod is not working properly and shoves all letters onto each other so cant press anything.
If I'm on the police path I'm just locked out of progressing on the hospital? The two girls I can appoint for the board are mafia path only.
I'm playing the online version on an Android tablet. When I tried to put in any of the cheat codes it would not let me put a space between the words and said the code was wrong. I also tried copy / paste with no luck. Is there any way around this? Thanks

I need to to hire Suzy & Jackie to the hospital's board, but I'm on Police route (they are available in mafia route).
How can I do?
Is there a point to hiring people at the business? Four employees and an office upgrade, yet nothing gets done unless I do it (1 stage).
if u done all her prequests it kinda happens by itself once u went past the romi quests i believe
it gives u better options which pay out more money when u work, also there is a quest line in there and u cant do the final upgrade unless u have 5 people hired (probably missing Sarai Inoue)
You should either enslave them or do the police raid on the mafia.
How can I do that? I am on the police route. I need to hire them to move forward with the hospital but I cannot. Any solution?
Same for me, Suzy is still at the police station but I can't interact with her, and Jackie isn't here anymore
