Hit 'Menu' then 'Navigation' then 'World Map' then 'Timely Plaza' go through dialogue, she'll appear in the cells

Not 100% sure, I skipped all the dialogue. Make sure you talk to Wanda and Von Bardas. Check the
Throne Room and Latveria Streets. Talk and use 'items' on all the cell girls. I eventually unlocked everything. As far as i can tell the Arcade, Doombot and Micro Sentry are "bonus" content.
