This is probably true. Quinn is definitely collecting insurance material. Its why Lily specifically speaks about Quinn "having nothing on her". Quinn probably has material on everyone but obviously some of it has been used without her knowledge, because the Tri-alphas being placed under extra surveillance wasnt part of her plan....they're some of her best customers
