I don't blame Quinn for the whole restaurant or drugs stuff.
Some arsehole is blackmailing her or something and forcing her to do bad things.

Quinn is a sweet girl she wouldn't do anything bad unless she was forced too.
I don't think she is literally being blackmailed. But we are completely missing her motives, what she needs this money for. Which will make a lot of difference

Really? Are you saying desperation for money is an excuse for immoral behavior? Are we going to have some cringe ending where it's revealed that Quinn is a totally innocent person that just really needed money? Don't make me vomit.

I have no idea what DPC has in mind, but it makes a difference.
Apparently Quinn needs a lot of money, the restaurant isn't enough, the joints aren't enough, the jocks' scams aren't enough, the hard drugs aren't enough either...

Nothing changes from the point of view of responsibility, but whether she does it to become the new Rox or does it to fix some big problem changes the judgement on her. If she does it out of pride and vainglory is one thing, if she does it to get rid of a debt, to solve a serious problem is very different.

Never mind the question of realism. But even in court, circumstances make a difference. Whether I steal a kilogram of bread because I'm hungry or to give it to the ducks in the park is not the same thing

Or perhaps she's simply just a cunt with no marketable skills other than drug peddling and pimping, so she just keeps doing what she does best. DPC is on the record saying she's an antagonist so doing a 180º and turning her into a victim that needs saving is not necessarily the way things must go.
Did you expect Quinn to have a decent size and loyal fanbase? From where did your inspiration for Quinn's character come?

I expected Quinn to be very polarizing. She is nowhere near a fan favorite based on polls, but she's unmatched in the game for those who enjoy a character like her. The inspiration was to create an antagonist that you'd either love to hate or hate to love. For me, Quinn is a character I love to write.

We saw her persuading Cami to be a prostitute, we also saw her introducing Tommy to hard drugs. (We don't know which drug but you don't inject THC, so it's something harder)

I swear, sometimes trying to explain ethics to people is like trying to explain space/time theory to a cat
