For the below, the "original plan" is that Quinn and Riona are on the tuition program and want out. They can do that by paying back all the money they were given.

1) To pay back the tuition money, Quinn has set up a side business, pimping out "tuition" girls and selling drugs as a low-level dealer. She gets the drugs from her source and sells at a markup to the alphas, DIKs and various students. Riona is the delivery girl and gets her small cut which pays for her personal use. Other girls on the menu also can sell drugs for a commission though some may not. Primary source for tuition payback is through the restaurant. The drugs keep the girls tied to Quinn as their supplier and they don't have to risk buying in public where they might get caught by the cops.
2) Quinn is adding new girls to the prostitution fold only. For instance, Camila may not be in the tuition program, just hooking for Quinn for the extra money. Check the scene in Quinn's room when MC is stealing panties and they are both in front of the mirror; it sounds like they are talking about the glory hole and not something more intense. Quinn wants to use the proceeds from these girls to expand her drug business and pay off her tuition obligation before she becomes president of the HOTs so she can focus her final year on making bank.
3) Tuition, as detailed above, which becomes complicated due to Quinn's mismanagement of the drug purchases. Quinn runs short one month, tells everyone that it's because Riona has been smoking for free, but Riona gets angry when she is told that since she knows she's been covering her use expenses. When Quinn gets robbed it gets worse because she has little financial cushion to fall back on so jacks up her prices to cover the shortfall. The original shortfall was due to Quinn miscalculating or trying some new drugs that cost more (e.g. the syringe) but that aren't selling or that she herself is using more of. Riona is kept in the dark and can't understand how they can be short when she's pulling her weight.
4) Cutting losses may not mean just money. It could be that they have some girls who signed on who aren't pulling their weight or are giving away sex for free (Arieth maybe?) and potentially hurting their business. They only keep the girls pulling in regular money through hooking or drug sales.
5) Sarah and Mel are actively soliciting money for their services and probably getting it pretty regularly. Sarah can even get MC to pay to have her arrange 2 other girls to service him in the glory hole. They pay Quinn her cut and have extra left over even if they are using the drugs Quinn provides, which there isn't any indication that they are since you never see them using. They may or may not be on the tuition program, and even if they are they may be fine with the original arrangement and keep their portion of the money they get from the restaurant.
6) Quinn and Riona are on the original tuition plan and want out of it. They are close to paying back all the money that they were fronted so they don't have to bang old dudes anymore and can run their little business in peace, keeping all the profits themselves. Quinn wants more so wants to expand and recruit additional restaurant girls and sell more drugs using them as mules/resellers. Riona is risk-averse and just wants to stick to the original agreement so she can pay off her tuition debt; the bigger the operation gets the greater the chance they will get caught or someone will rat them out, like Mona could still do.

I think he will likely have 6k still renders with 20k+ renders in total (animations) when 10 comes around. He likes to do more and more with each release.

I hope not, he should try to contain himself a bit, it's not mandatory that every episode need to have above 5000 static render .
it was not necessary for him in the past. Episode 7, had just a bit above 3700 render, and it was one of my favorite episode, with decent length.
ep 8, was a bit bigger with 500 render, and bum, suddenly in episode 9 he felt he need 5000 render. It's not mandatory it's just one of his bad habit..

The tuition program is what Maya and Mona heard about for the HOTs - free tuition for joining the sorority. It turns out that it's a sugar daddy arrangement that Burke sets up with attractive girls, most of whom wind up in the sorority since that's the kind of girls they recruit. It's not a student loan, it's some rich old dude paying for sex from one or more college girls who also gets a tax write-off for contributing to the college under the guise of providing a scholarship to a deserving student. Burke made his money in the world of finance so knows lots of horny old guys who are loaded and eager to be serviced by a gorgeous young coed. It also feeds Burke's ego when he can brag about all the money he brings to the college.

Quinn's restaurant and drug business are separate from Burke's deal, she just finds it easier to recruit girls to her restaurant who are already willing to trade sex for tuition money. It may be easier for her to get them on board since the girls know they are going to be doing it with college boys and not some rancid geezer and they get decent pocket money for the work. The "tuition" program may not pay them directly for anything other than basic living expenses.

That is why Mona quit school when she found out she was going to have to fuck rich old guys for the tuition/scholarship money. If Quinn and Riona make enough money in their side business they can pay back the money they were given and can stop fucking old guys. If they don't get out from under the original obligation they will have to continue fucking old guys.

Tuition is paid upfront per semester, so once an "Investor" paid the tuition for a girl, there would be no point to pay it back, since that's what they had sex with him for.

If they would have to pay the tuition money back anyway, they could just get a student loan like everyone else, you don't have to pay those back untill you've finished studying and got a job.

Per the screen shots of Burke's computer, the entire tuition amount is paid up front into an account, not on a semester-by-semester basis.

Let's say that 4 years at B&R costs $50,000, or $12,500 per year. Rich Old Guy (ROG) pays Burke $50K for the "scholarship" with the understanding that he's going to bang a particular hottie the entire time. That money goes into a fund that a portion of is disbursed every semester the girl is in school. There is a contract that says the girl is responsible for the money if she doesn't complete her education or "work as an intern" for the benefactor, a standard performance contract stipulation, with a payout option at any point. Year 1 goes by and the girl starts regretting dealing with ROG's ball sack, but doesn't have the remaining $37,500 to get out of the contract. Quinn tells her there is a way she can make some money to earn that large sum by working for her, so the girl does it. She turns enough tricks over time so that she's earned the remaining balance and pays off what is left of her obligation and no longer needs to suck ROG's weenie.

As to a loan, we are in DPC's universe where an adult student (Maya) doesn't have control of disbursing student loan money for her own benefit, so you can throw any sort of actual real-world logic about that out the window.

In EP9, Maya explicitly mentioned the HOT rumor and Stephen only clears Maya's name after Maya said she was probably in the HOTs because of Sage. Stephen has to stop the rumor and that's why he can't give Maya a scholarship because if Maya becomes a HOT, the rumor would gain more credibility.

Okay there are 2 flaws here. One is that, as soon as their regret kick in, they could just get a normal student loan for the remaining semesters. And two it would be beyond crazy to run the restaurant and fuck dozens to make enough money to avoid fucking one dude and just get it over with. Apart from the fact that I wanna see the rich guy enforce that contract and have 5 girls testify that they were asked for sexual favors in return.

As for Maya, it has been discussed many times. As you said she obviously didn't apply for a Federal Student loan, where no recipient has any control over the money, since the 3rd party loaner pays the college directly, but a private student loan. So we all assume that Patrick tricked her, told her to use his bank account as the recieving account for tax deduction reasons and she being clueless about financial matters agreed to it.

I worked on the big free-roam event all week and estimate I'm ~70% finished with it. To some of you, it might feel like I've been stuck here for a while, but there are plenty of scenes and characters in it and I can assure you that everything is going forward at a good pace.
The free-roam has 771 renders, and I have 15 scenes left to work with before I can move on to something else. 8 of those scenes need writing and art; the rest needs art.
I mostly posed static renders this week, but I also posed a longer animation that I think will come out great.
I also produced two new songs I wanted for two specific parts of the episode. I wasn't sure if I would make any new songs for this episode, but I love how these turned out.
Meanwhile, my PCs are slaughtering my render queue. 16 animations remain in the queue, but two are very long, making up for ~3000 frames together.
I have counted six lewd scenes left to create for this episode, and I plan to work on some of them after the free-roam event to get more animations into the queue.

He said there are like 2 or 3 free roam events in ep 10. But nothing as massive as Episode 9 - That was a one off because it is something he wanted to do since he first started to plan the game.

Probably. Maybe more like the parties in the previous episodes, like the HOT party kind of deal maybe. Which is fine. Be a good change of pace to chop up the story with a party here and there.
