Do I think that the characterization of the LIs is done well? Yes, actualy i do, I think the characterization is done reasonably well.
I can't remember the story specifics that I'm sure will prove this not to be the case, but I like to think it could be a case of late applications. Here in the UK, there would be "Clearance" (at least, there was back in the day when I was 18, not sure about now) where you can apply late to a university if it still had spaces available. This would usually be as a panicked last resort after being rejected from your given choices, but it could also be for other reasons (I think).
Lily might have some issues with working scholarship and could have been put on waiting list for that issue, it is my head cannon until more clarification from DPC.
Like I said, I can think of plausible reasons for this. It's simply a point I want an explanation on.
