The Jill money one was interesting and unexpected. She's rich and you wouldn't expect her to notice it missing. Meanwhile Maya is constantly watching her pennies, and you (can) steal so much more from her, and she never says a word.
Look, it's clearly a metaphor for regressive taxation policies such as a general sales tax and attitudes towards it within society.

Stealing from Jill is such an odd thing. Because in the rest of the game, you can steal money from literally everywhere—including Maya's dorm, and her room back home, which is obviously fucked up considering the story. But those are all gameplay mechanics, as opposed to Jill's money, where you actually have to choose the steal option. That alone should've made it clear this isn't just a harmless thing, and is different from the other times.
Spock has already answered here, I can add that it doesn't matter that she is rich, the act itself does not justify it, and the way MC tried to justify himself to her "Well, it's not much money, let me give it back to you" makes it even worse.

I never steal from Jill. Unless you hate her or are role-playing a DIK, there's really no reason to either when there's money all over the place. It's obvious bait, being the only time an option is presented to steal or not.

Just imagine if someone busted our balls because we pick up all the magazines lying around, and there was a special one that asked if you really wanted to take it :HideThePain:

This system never meant to define a good-bad person. DPC writes Tremolo as a good guy, and if he does some shit, he's a good guy who does it out of stupidity/inexperience in life. We can't be absolute evil or a sociopath like Nika Cyrus.

You don't have to be evil or a sociopath to be a bad person though, stupidity and ignorance isn't some blanket excuse. Obviously this is just a game, and a porn game at that, so I'm not going to hold MC to the standards of a real person, or even a Hollywood movie protagonist, but stealing from Jill perfectly encapsulates this. There was no good reason to do it, and only being a few dollars doesn't justify it or lessen the impact.
