She could have been undercover already there and her investigation led to B&R. And the waitlist could have been a cover for her suddenly starting at B&R. We only know she was on the waitlist because she showed up with others who were, but it could have been fixed to get her in.
She suddenly arrives at college, decides to join the HOTs and immediately starts snooping and asking questions, acting very suspiciously. It's not that far-fetched and has been done in movies. Hell, they made a TV-show of it.

That's basically Maya though, she heard rumors about the "free tuition", and so have others. Why would it be so suspicious for Lily to do the same, especially when she's prime restaurant material? Cammy is brand new too, although I don't think it's been said whether she sought out Quinn, or Quinn recruited her. We do see her sun tanning topless with Sage and Quinn on the first day, whatever that tells you.

The difference is, Maya openly asked very naively and we knew why. Lily was sneaking around acting very suspiciously with a very weak excuse. Why waste so much time on showing her doing it to get cheaper weed for her friends? In a game with drog deals, a secret prostitution ring, is someone snooping really that hard to imagine being an undercover cop?

The development of every episode has increased with 2 months since Episode 7. But they are also bigger. I would rather wait for something good than get something rushed like other similar games.
