No specific date, but the last 3 have been after a release (technically, before those also, but he released more often back then as well as was more active on Discord). Originally by coincidence, sure, but it makes no sense doing one just before a release when there has already been one since the last release. And he literally says it's because "more topical questions can be asked and answered".
The Q&A is mostly about the latest released Episode so it makes perfect sense to release it after when there has already been one about that episode. Otherwise, people with questions about the latest release would have to wait a year to ask.
