Maya's primary reason for joining the HOT's are for the rumors of having them pay off your tuition not for friendships or any other nonsense. -Maya apologizing and taking responsibility for her actions
-Maya acknowledging what she is doing for the HoT`s is morally questionable and her brother wouldn`t be happy with it

-Scene when Quinn tells Camilla that nothing is forced and prostitution is not for everyone

So to summarize,if DPC intended to paint Maya as hopeless and helpless,unaware victim and Quinn as incarnation of Lucifer himself,he did a poor job.
Other explenation is,that interpretation of the story has nothing to do with the story presented in the game and those scenes and lines are in the game,more or less,to avoid such interpretations
