Tommy stopped buying from Quinn after she increased the price when she got robbed(She told Sally in the library that it was a one time thing). My guess is that price was higher than what Vinny charges.
One thing to be considered about drugs, is that dealers usually give you more when you buy more. Lily is buying it for her and all the PR girls. Me and my friends usually buy weed this way.
