I have the same problem. Too much chaos in my files. I want to just delete and remake them all. This time with named pages for each playthrough, and individual saves for each major point.
I skipped 20 pages of saves for each of my alternate runs (30 for runs with mini-games), just to ensure I'd have enough space to keep them separate. Turned out to be massive overkill since I'd only reached ~10 pages on my main run by the time we ended Season 2. Presumably Season 3 will start with new save library so I should be able to condense it a bit.

No, you should take as an acknowledgement that BaDIK has been extremely reticent to show any remotely pursuable girl with any other guy, to the point of absurdity. The alphas don't pay her for party. It's part of tradition between Hots & Alphas. On the other hand you seem to have missed the part where she asked Tommy extra money for the deal when he offered her a safe place to smoke and Tommy replied he could bring her more potential customers like Jaime and Leon. That was an commercial offer. Tommy simply offered a better deal than the alphas. The alpha would still buy pills anyway, they still bought from her until the whole Chad's incident.
This is a bit complicated, but it's not just about the normally sanctioned parties. In Episode 5 Tommy told Quinn they could have paid for the HOTs instead of the Pink Rose, and Quinn claims the money wasn't for the HOTs but for their "lifestyle choice." She then goes on to say that the Alphas stopped buying from her, which surprises Tommy as she had previously said they didn't buy from her.
As I see it, whatever Quinn was alluding to wasn't just the normal party support, since that money would have gone to the HOTs just as the money for the Hell Week party would have. I likewise can't believe Tommy thought Quinn would provide drugs to the Alphas pro bono, so he must be referring to some sort of party activities. Back in Episode 4 when Tommy made the offer to party with the DIKs, he explained that not being able to pay Quinn shouldn't be a problem because "it's not like the alphas pay you, right?" So Tommy's surprise at Quinn's announcement only makes sense if Quinn was charging the Alphas for some side activities at the parties. (Technically it could also make sense if Quinn had explicitly told Tommy she never sold drugs to the Alphas and the two topics (parties and drug sales) were unrelated, but that would be a very odd thing for Quinn to go out of her way to lie about.)
To me, the implication of this is clear: Quinn tried to get more money from Tommy in exchange for partying, but when it became clear she wasn't going to get paid she gave in and agreed to his deal for free. It's not an identical situation to Quinn having sex with the MC for free in Episode 4, but it is a comparable one IMHO. At the very least it's an occasion where Quinn was willing to forgo a payment from someone other than the MC.

Unfortunately, you have this backwards. You're trying to prove a negative; we already know there are no known counterpoints, the question is if that's coincidence or if a counterpoint is in some way fundamentally impossible. That's always going to involve speculation.
The quotes you've given are instances where Tommy didn't get a freebie, but as the saying goes, absence of evidence isn't evidence of absence. The question is if Tommy could have gotten a freebie in the past. That isn't a dishonest question because we know Quinn won't offer the MC any freebies if he hasn't placated her; she complains if Camila gave the MC more than he paid for, she never bargains with the MC if he turns down the threesome in Episode 3, and she has no business (free or otherwise) with MCs not on her path after Episode 6.
If the MC's ability to get a freebie depends on his relationship with Quinn, it's stands to reason that Tommy's ability to get similar treatment would have similar limitations. Since all the examples you provided take place when Quinn is pissed at Tommy, that makes them inconclusive proof in my book. Hence the examination of Quinn's treatment of Tommy in scenes where the two were on good terms.
