Voice stops because, during skipping, a new voice will begin playing before the old voice completes playing. Unlike other audio, there is an expectation that voice files will not overlap when playing.It's because you use voice to play the dialogue, which seems like the proper channel to do dialogue. I don't really know why voice stops though. According to the documentation, the voice channel can automatically stop voice files. It seems to me that Renpy identifies the narration in the next dialogue as another character, and stops the current voice file playing.
In any case, for a quick fix, using play sound keeps the sound playing through further dialogue, and fade if new sound is played.

It's jarring for multiple characters to talk at once, especially when the subtitle text is no longer visible on the screen.
