The UI is not translated. It will still be in Japanese but once the game starts, the dialogue itself will be translated. The UI not being translated is mentioned in the OP.

If the game does not launch after using a Japanese locale emulator, then you can try changing the locale to Japanese, Japan instead of using an emulator, or a VM. Sometimes Japanese games also need other things changed like the current time format. There are also a significant number of reports about Windows 11 incompatibilities. The VN was tested working on Windows 7-10. I did not test Win 11.

Some one told me they downloaded it but it’s a white screen with someone talking but they do not see anything. Do you have any suggestions?

Try Windows 7-10. There are known incompatibilities with Windows 11.
