I do not understand your remark.

You said you can not go shopping and you enter moms room at 10am right.

Every Saturday the camera will pop Max to the pool to say good by to the family when they go shopping and now in v9 Max can say "wait" and he can go with them at that same time. If this is not happening in your game then your game is either modded or it is broken.

You have to spank both of them and then talk with mom 0 cost, and you dont get spanked no more also i think you have to get spanked at least 1nce yourself so gl getting caught. More info on post 2 page 1.

Sounds like you missed 1 punishment and you just need to wait 1 full week and it should come back.
As for the other options mood plays a big part in it.

About lisa talk to kira basically goto kira everytime when there are new events.

Yep just like I though that mod you are using is the cause of your problem.
A better mod to use is this one.
