On the 4th punishment he can touch her pussy. Same night at 00:00 you can “Play with Lisa” in My Room - see Related Events.

and nothing happens at 4th punishment.

You must be supporting the family with 500 every Monday with Lisa and Alice mood and Max authority over them at maxed for it to happen.
If you cheated stats you may have fucked up your game.
Work on all open quest some more and keep the mood up and pay that 500 every Monday, if you are still paying for mom to private spank Max then she does not see him as an adult and you need to stop paying for that and let the days for it to end.
