He's actually in the city. You drive there and meet him, and then at a bar (also in the city).

But if you get stuck there, go to the scene map and find the guy there, who are talking on the phone (at the bottom). Click on him, and that'll be your meeting with the guard. This way, you'll complete the scene with him, and you can return to the sandbox or stay in map mode.
