Need to do all her scenes at least TWICE. Check the guide (link in the 1st post of the thread, below the "Downloads" area). The State Event won't trigger unless you've seen all of her previous scenes (minus the Holiday Events ones) and all the above requirements you already mentioned.
Character is Lady Dimitrescu from the "Maiden" Visual Demo of RE Village. GIF looks like a simple loop so if you ask if it's from a game you can play, then no, just an animation loop made by an artist.
Hopefully when the game come out someone will giving us Mods that not just make her naked but change Ethan dialogues from a very scared guy into "HURT ME MOMMY, STAB ME WITH YOUR SEXY FINGERS MOMMY, STEP ON ME" or shit like that

Off-topic (hopefully this won't be deleted for being off-topic :^v) but I never understood why some women get that big-ass butterfly tattoo on their asses hahaha it looks awful like 99% of the time
Personally, I don't understand why any woman gets any tattoo. It's like slapping a bumper sticker on a Ferrari. Just my opinion of course.
I'm not against tattoos, but huge tattoos like those are a turn off for me most of the time unless they're particularly well-made or more detailed. For example, the type of back tattoo yakuzas have can look awesome and really hot on a woman.
