It's not even a country thing... everybody has their particular stupid rules on naming floors, like the time I visited my dad at the hospital and told the gal in the elevator I needed to go to the 1st floor... Should've said "Ground floor", apparently. Would've saved me the not so friendly escort by those stern looking security gentlemen out of the maternity ward...
